It's difficult to find legitimate work at home stuffing envelopes because modern technology has made it possible for mailing houses to buy machines that can stuff envelopes at a rate of 5000 per hour. Full-time staff is hired to handle the jobs that cannot be done by machines and so the need for home workers has been virtually eliminated.
Money can and is made from stuffing envelopes, unfortunately these are all fraudulent jobs. Adverts in newspaper and on the Internet offer such opportunities. You are asked to send 'registration' fee and in exchange you receive information which basically explains how the scheme works.

So, unless you are comfortable with the idea of ripping people off and the possibility of being prosecuted for fraud, then you will not be able to make money from stuffing envelopes. The US Postal Service commented on envelope stuffing saying:
"In practically all businesses, envelope stuffing has become a highly mechanised operation using sophisticated mass mailing techniques and equipment which eliminates any profit potential for an individual doing this type of work at home."
