English and Scottish laws are very similar, although the names of certain people who deal with the law are slightly different. For instance, we don't have a procurator fiscal in England. However, car insurance laws are exactly the same. Everyone who uses a car in Scotland has to have at least some sort of insurance, with Act only being the least possible insurance you can have. There are the same types of insurance as well, and the system for settlement works the same as well.
Car insurance costs are different between the two countries though, and part of this can be attributed to the fact that car crime has fallen by over 30% in the five years from 1995 until 2000. Since car crime accounts for quite a large amount of claims on comprehensive policies, this would explain why premiums should be cheaper in Scotland.
In 2000, there was a Scottish Crime Survey (SCS) carried out, which was one of a series of national surveys which were carried out that year. This was a well established way of collecting information regarding the extent and the nature of crimes experienced by households and individuals during the year previous to that. This direct questioning results in information that is not usually found in police reports and thus provides a useful complement to police crime statistics.
The SCS was carried out in 1981, 1987, 1993, 1996 and 2000. In each of those years, the crime figures were compared to England and Wales. In 1981, crime rates were similar in Scotland than in England and Wales. In 1987, Scottish figures started to show lower rates for almost all types of crime. In 1992, the gap had widened and Scottish figures were lower than England and Wales for all crime categories. The results from 1996 showed the difference was increased even further.
However, in 2000 the difference in crime rates had decreased, but this was not down to rising crime in Scotland, rather it was due to crime rates falling in England and Wales. However, this doesn't hide the significant differences, particularly in terms of car crime.
The figures that were presented in the comparison showed the rates per 10,000 households of certain categories of crime. These exemplify the fact that Scottish car crime is much lower than England and Wales. Scottish figures are from the Scottish Crime Survey, and English and Wales figures are from the concurrently run British Crime Survey.
